A brief history of the process of getting a new constitution

A New Constitution for the Swedish Church – prepared by the Swedish Church Council in Melbourne for the consideration of its members

Your Church Council has today, after more than two years work, the pleasure to present to you the proposed New Constitution of the Swedish Church in Melbourne

The New Constitution is a result of the work of three successive Church Councils from 2007 to 2010. The Church Council came to the realisation that the existing Constitution (dating from before 1966) was severely out of date and in need of a revision and possible rewrite. The intention to revise the Constitution was first presented to the members at the Annual General Meeting in 2007.

The first working party was formed after the Annual General Meeting (AGM) in 2007 and it received word from the Board of the Swedish Church Abroad that new Constitutions were required from most congregations of Swedish Churches Abroad to better reflect changes in the organisation of the Swedish Church Abroad and a new proposed role for Church Councils.

A working plan was established in 2008 with an ambitious goal to have the new Constitution ready for the members comment at the AGM in 2009. A two-day conference was held in Huntingdale Victoria in May 2008 to discuss role of the Swedish Church in Melbourne and its Mission, and the interactions between the staff from Sweden and the Church Council. At this occasion some time was set aside to plan the way forward for the writing of this important document including the forming of a subcommittee.

However, it was soon realised by the subcommittee members that more time was needed to follow up the missing paper trail of important documents relating to the Swedish Church in Melbourne. These documents were needed before the writing of the new Constitution, built on a solid foundation of required official transcripts, could be pursued. At the AGM 2009 the revised goal of having the Constitution ready for the AGM 2010 was presented.

The Church Council of the Swedish Church in Melbourne would like to dedicate the new Constitution to the memory of Professor John Stanley Martin who was an authoritative source of knowledge on all historical records to do with the Swedish Church in Melbourne. His book Northern Light in Southern Skies – Scandinavian Church Life in Victoria 1883-1983, co-authored with Pastor Håkan Eilert, provided much needed, well-researched, and accurate historical background information.

The sub-committee formed at the May 2008 two-day conference was composed of the following members of Church Council: Mats Marklund, Ove Hulten, Roger Kalla and our Vicar Per Anders Sandgren. It saw through the production of the Constitution with dogged determination.

Ove Hulten was instrumental in the detective work needed in chasing up missing titles to the property and in consulting with an Australian lawyer on the finer points of Australian laws that apply to Churches and charitable organisations as ours in Australia.

Per Anders Sandgren acted as our conduit to Uppsala and gave us valuable input from Uppsala on the proposed changes in organisation of the Swedish Church Abroad that affected the writing of the proposed New Constitution.
